MTO provides DriveON Rollout Updates to OTA Member Questions

As part of its weekly Ad-Hoc DriveON committee, a series of questions were posed by OTA members to MTO last week, with respect to the rollout of the DriveON program. 

MTO has provided responses which are contained below:

Issue 1 – Timelines for processing the financial transactions for equipment purchases (4 business days) is exceeding the information contained in messaging from the DriveON portal.

Response – Parsons has confirmed that is takes approximately 5 business days to process the payment, in the first week there has been an influx of orders and some challenges, but Parsons is working through those and is work 7 days a week to get the equipment out to stations. We will continue to monitor the number on a daily basis and adjust resources as needed Parsons is holding weekly sessions to provide the industry with information on ordering equipment and tracking their order to ensure stations have a clear understanding of timelines. The intent is to reduce the processing times to 2 business days.

Issue 2 – ETA associated with equipment delivery is necessary information for stations to have as part of the ordering process.

Response – Once an order is processed Parsons will provide a courier tracking # to allow centres to plan for the arrival of their equipment.   Timelines for delivery can vary across the province based on courier transit times.

Issue 3 – If equipment has yet to arrive, how does MTO expect industry to be ready/train their technicians for August 1 deadline? The industry needs clarity around what the August 1 deadline entails.  

Response – MTO is preparing some additional communications to the industry to provide a reminder of the key dates for both MIVS and DriveON. Parsons continues to hold information sessions and continues to communicate these key dates as well to the industry.  MTO is working with enforcement to discuss a change management approach. However, it is key to note that the inspections stickers will no longer be valid as of July 31, 2024 so stations must stop issuing these inspection stickers as of that date.  

Issue 4 – That further details be provided to industry around mobile trailer inspections and how new stations/locations, technicians, third-party service providers and leasing companies who conduct trailer inspections can be on-boarded for the mobile option in the coming weeks.

Response – MTO continues to develop details on mobile inspection options this week and will communicate next steps for interested participants shortly.

Issue 5 – Some stations are reporting that they have been locked out of the portal during the equipment ordering process with no rationale and ability to log back in. 

Response – As a result of the conditional approval, stations have been locked out of the application process until July 15, 2024, if they need to make a change to their application they can call the Vehicle Inspection Centre Assistance Line toll free at 1-833-420-2110 or by email at VIC@driveonportal.com.   The contact centre will unlock the application so they can go in and make the changes.

Issue 6 – Stations, with multiple locations and multiple applications, are reporting information is not being saved in the DriveON portal, causing information to have to be re-entered and corrected each time a login takes place.  

Response – Parsons is looking into this issue and will provide further instructions.

Issue 7 – Confusion on insurance requirements for parties to be named on the policy as well as the total value of coverage required.

Issue 8 – The necessity for multiple tablets to be connect to one printer to ensure shop and technician workflow / productivity can be maximized.  

Response – Further communication to come on how this will be managed.

Issue 9 – Ability to pause, save and continue inspections with same or different technician. 

Response – Communication will be drafted however to clarify once an inspection has been initiated by one technician it cannot be completed by a different technician this has always been the policy. The technician that signs off on an inspection is liable for that full inspection and therefore is required to complete the entire inspection.

 Issue 10 – Future DriveON connectivity with fleet IT systems.

Response – MTO is committed to having these types of conversations as future enhancements to the program and will engage with industry once the initial transition of all current MVIS stations has been complete.
