Upcoming PQ Weight Reductions for ‘Grandfathered’ Triaxle and Quad Axle Semi-Trailers With Rigid Lift Axles

Effective January 1, 2015 weight reductions will be applied in the Province of Quebec to all traditional non-tank 48 foot Ontario-Quebec quad axle trailers operating with rigid lift axles.

Specifically, non-tank trailers 15.5 metres (50 feet) and under built prior to 2003 with axle groups categorized as B44 and B45. (See page 15 of Quebec Road vehicle LOAD AND SIZE LIMITS GUIDE – 2013 Edition operating with rigid lift axles after January 1, 2015 will be categorized as a B43 axle group.   The reduction for similarly equipped tank semi-trailers will occur on January 1, 2020.  Effective January 1, 2015, Quebec weight reductions will also be applied to 3-axle semi-trailers built prior to November 1998 with an axle group categorized as B30 and a spread of 4.8m or more.  Carriers operating Ontario SPIF compliant configurations will not be impacted by the end of this grandfathering period.

For the above described combinations, ‘grandfather’ protection will no longer apply resulting in the following weight reductions effective January 1, 2015:

B30 axle group – 26,000 kg reduced to 18,000 kg.  This causes a reduction in normal allowable gross from 49,500 kg to 41,500 kg.

B44 axle group – 32,000 kgs reduced to B43 axle group – 28,000 kgs.  This causes a reduction in normal allowable gross from 55,500 kg to 51,500 kg.

B45 axle group – 34,000 kgs reduced to B43 axle group – 28,000 kgs.  This causes a reduction in normal allowable gross from 57,500 kg to 51,500 kg.

The rules for the phase out of rigid lift axles on the quads were originally introduced in 1998.   Unlike the situation in Ontario where extended grandfathering options were recently granted (see Section 34 Ontario Reg 413/05), the ministère des Transports du Québec and industry in Quebec did not support similar provisions because the rules were introduced nearly a decade before those in Ontario. Quad trailers with rigid lift axles that are converted to self-steering axles by properly licensed facilities would continue to operate at B44 and B45 weights.

53 foot quad axle trailers in both Ontario and Quebec have always required the use of self steer-axles so there is no change or weight reductions on these trailers. It is important to note that carriers operating non-SPIF quad axle equipment as described above built between 2003 and 2005 would have never been eligible for the grandfathering provisions in Quebec.
