OTA Strongly Supports Proposed Changes to Streamlined Air Brake Endorsement Renewal

MTO posted a regulatory proposal that aims to introduce air brake learning modules as an additional alternative to the air brake renewal knowledge test.

The Ontario Trucking Association applauded the announcement, adding that the proposed change will reduce the burden for drivers while continuing to enhance the knowledge of air brake systems along a similarly successful path as the current regime.

Throughout 2022, commercial driver and carrier members provided feedback to the OTA indicating it was time to review how commercial drivers maintain the air brake endorsement on their driver’s licences. OTA relayed the feedback to the Ministry of Transportation (MTO), specifically, that the requirement to renew the air brake endorsement through a knowledge test needed to be reviewed.

Drivers will continue to maintain a high level of knowledge of brake systems but in a manner that is less burdensome by allowing renewals through an air brake learning module, says OTA.

“OTA wholeheartedly welcomes this MTO proposal, which will maintain highway safety, provide additional options to enhance knowledge of airbrake systems for drivers, and continue the ‘driver-centric’ focus to MTO’s commercial trucking policy that will support our professional drivers who already hold a valid air brake endorsement,” said OTA chair James Steed. “MTO should be applauded for their rapid attention to this matter and for delivering a solution that maintains a high level of safety through educational training, while recognizing the concerns of our drivers and carriers to provide further assurances that Ontario’s supply chain is secure.”

A fee for the renewal of the air brake endorsement via the learning modules path will be $16.00, consistent with the cost of the air brake knowledge test.

OTA will be providing supporting comments to the Regulatory Registry, which will also include the necessity to ensure the air brake learning modules are designed to ensure proper security, oversight and proctoring protocols to verify the identity of the individuals completing the modules.
