In a letter this week from the Minister of Transportation, MTO is confirming that changes to the International Registration Plan (IRP) program are coming in early February.
The letter notes the changes are part of the government’s ongoing efforts to enhance the customer experience by making access to services simpler and more convenient. They include:
- Effective February 3, 2025, Service Ontario will take over delivery of IRP services at existing MTO IRP locations until March 3, 2025.
- Effective March 3, 2025, IRP services will move to 16 Service Ontario centres.
“OTA has asked for enhancements to IRP service offerings and processing transactions. We welcome the support and investment being delivered by Minster Sarkaria and the MTO. The ability to plate trucks that service the inter-provincial and international supply chains in an efficient and seamless manner is critical for the industry,” said Geoff Wood, OTA’s Sr. VP, Policy.
The transition to 16 Service Ontario locations aligns the IRP program with other vehicle registration offerings, enhancing customer service and ensuring fewer interruptions.
The MTO IRP program office will provide additional information about these changes in the coming weeks.

Carriers are strongly encouraged to review the FAQ document to learn more about the transition, including:
- How and where to submit applications;
- The 16 Service Ontario locations where IRP services will be available;
- Contact information for IRP during the transition.
In addition, MTO will be adding an announcement on the login page of their IRP system, PRIO. All carriers logging in to process a transaction or verify information in their account will see details of the transition.
