CTA Calls for Federal Action to Boost Trucking Safety, Compliance in 2025 Budget

The Canadian Trucking Alliance (CTA) continues to call for federal action to support the trucking sector as part of its 2025 pre-budget submission, emphasizing the need for stronger oversight, improved safety standards, and measures to protect compliant carriers from unfair competition.

Among its key recommendations, the CTA is urging the federal government to implement a centralized system for motor carrier information. The proposed database would include safety records and proof of tax and labour compliance, giving shippers and customers a clear view of a carrier’s legal standing and helping to combat the growing misuse of the illegal Driver Inc. model.

The Alliance also advocates for a national framework to ensure consistent safety oversight of all trucking companies operating in Canada. This would involve aligning provincial and territorial systems with the National Safety Code (NSC) and ensuring full compliance with the Motor Vehicle Transport Act (MVTA).

“These measures are essential to level the playing field and hold all carriers to the same safety and compliance standards,” said CTA president Stephen Laskowski. “We need a system that is transparent, fair, and effective across all jurisdictions.”

The CTA’s recommendations also align with further calls within its pre-budget to bolster enforcement efforts by Employment and Social Development Canada (ESDC) and the Canada Revenue Agency (CRA) to crack down on wage theft, tax evasion, and the underground economy. 

Other proposals in the pre-budget submission include improving the movement of oversized and overweight vehicles, expanding truck rest areas, modernizing Canada Border Services Agency IT systems, and introducing Permanent Full Expensing for fleet investments to keep pace with U.S. tax incentives.

The alliance says these reforms are critical to strengthening Canada’s supply chain and ensuring the long-term competitiveness of the industry.
