The Government of Canada is modernizing and streamlining the collection of duties and taxes via the Canada Border Services Agency (CBSA) Assessment and Revenue Management (CARM) project.
CARM is a major transformative project which is changing the way CBSA assesses and collects duties on goods and services being imported into Canada.
CARM is applicable to any organization that:
- Imports commercial goods as seldom as once a year;
- Uses a customs broker to import commercial goods;
- Imports commercial goods through a courier;
- Import goods that will later be sold; and/or
- Imports goods for any commercial, industrial, occupational, institutional or other like use.
This includes businesses located outside of Canada that ship goods to customers in Canada and are responsible for customs clearance and other import-related requirements; these are Non-Resident Importers (NRIs) and they must register on the CARM Client Portal.
