APHIS Fee Briefing Note

CTA recently completed and submitted its written comments to USDA on the department’s proposed Animal Plant and Health Inspection Service (APHIS) fee increases.

Over the past month, there’s been some modest momentum in the battle to at least slow down the implementation of the fee hike, which is as much as 200%.  CTA has acquired a legal opinion suggesting the increase may be illegal under NAFTA and GATT. At the same time, high ranking Canadian government officials and other industry groups on both sides of the border have echoed CTA’s concerns and have followed the Alliance’s lead in opposing the hikes.

CTA has prepared a briefing note summarizing the latest developments on this issue. Carrier members are encouraged to share the document with their industry and supply chain partners and other relevant stakeholders to educate them on how this issue will impact our industry and the trade economy in general.
